Force the device manager to show "mice and other pointing devices"

My USB mouse (kind of) randomly refuses to be recognized and it shows up on screen,
but won't move. The problem usually starts when my cat hits the button on the powerstrip
or the plug gets pulled from the outlet.
How can I force either the control panel / mouse to show something under hardware
or force device manager to show "mice and other pointing devices" with something
inside it so I can reinstall it? Show hidden devices shows the mouse entry, but
there's nothing under it to re-install.
My buddy used this mouse for a week and said he had no problems, but the same problem
happened with his mouse on my computer after a power outage.
All my other usb devices work fine (keyboard, mp3 player, camera, hdd) and this is
a fairly new "IBM Kensington mouse*in*a*box scroll".
Sometimes after 3 or 4 restarts and unplugging and plugging it back in over and over
again it will work, however, if I have to navigate with tab one more time this won't
be a problem as I shall be throwing my computer out the window.
