That is interesting. My searches did not turn up any reference to Iolo System Mechanic. All the references pointed to Command Software Anti-virus, but also that known malware may disguise itself by this file name. Even if it is the real deal from Command Software, this link shows what Microsoft think of it. Prevx had a listing for it too here. Cheers. Spexx.
