Correct. There's probably no need to slipstream. You can install the service packs
later.
There is one thing different about SP3. You can't install it on a running XP that
has no service packs installed. The XP must have at least SP1 installed before you
install SP3. So if your XP install CD has no service packs on it, you need to install
SP1 or SP2 before installing SP3.
If you slipstream, you can slipstream SP3 directly on XP with no other service packs
installed.
