Firewalls - the circle game.

Hi,
I have a program that keeps wanting to access the Internet but informs me that it
gets blocked by a firewall. When I go to the Windows Control Panel to try and get
to its firewall I get this message:
"Windows Firewall settings cannot be displayed because the associated service is
not running. Do you want to start the Windows Firewall internet Connection sharing
(ICS) service?"
When I select the OK button I get this message:
"Windows cannat start Firewall/ Internet Connection Sharing (ICS) service."
I restart the computer, knowing that it makes no difference, in the off-chance that
all of this was just a glitch. But no.
I also have Norton Antivirus 2008 on board, and perhaps this could be the culprit.
Trying to get meaningful human assistance from Norton is as easy as getting a ride
on the next space shuttle. (Try it and see for yourself.) So can anybody please tell
me how I can get my computer system to open its gates so that a program can get through
to the Net? Thanks
