Odd error message about missing .dll

Upon boot up of Win XP I get a message informing me that uicfwcey.dll is missing. I tried searching it on the net and found nothing whatsoever even mentioning it. Any ideas on what the hell this is, what it does, and why it might be missing? It doesn't seem to have affected anything that I have noticed yet. It's just annoying. Thanks in advance.
