I have dealt with at least three cases on here recently with CPU spikes at regular intervals. Each one proved to be due to a network device enabled, but currently unused. For example, an onboard LAN device/port enabled but the PC was using a wireless link, or an add-on network card installed but with nothing connected to it. Could this be the case with your PC?
