"No active network devices found" message

This problem occured when my firewall mysterously stopped fuctioning, I tried to
start my firewall but it keeps saying "Windows Firewall settings cannot be displayed
because the associated service is not running. Do you want to start the Windows Firewall/
Connection Internet Sharing (ICS) Service". After I clicked Yes, it will say "Windows
cannot start Windows Firewall/ Connection Internet Sharing (ICS) Service."
Then on Device Manager, I found out that my network adapters had a small "!" mark
below. I tried to update driver but since network connections are "cut" because the
net adapters were not functioning. The drivers are not functioning because "a previous
instance of the device driver is still in memory (Code 38). Please help me on what
to do.
