Hyuga,

Check this link for the best Registry Backup and Optimization tools for Win2000/NT/XP. 
Both free.
Then you can turn off System Restore and reclaim the Space on your HDD.

Just a guess, you picked up some Malware that was affecting your System. System Restore 
only made things worse because it only restores System files, not Programs, Data 
etc.

Hopefully you Formatted the HDD on Re-install. If not take the time to do Malware 
Scans to ensure your system is Clean. Install ERUNT and NTREGOPT.

Disable System Restore.
