Search google for "usb code 19" and read the articles.
Most of what you did, shouldn't be expected to help. The drivers are located on the 
XP installation CD. You must have SP1 or higher. You can try deleting the devices 
in the Device Manager, and reboot... this often forces the drivers to be re-installed, 
but it may not be that easy.
