Maybe you are using the term 'file' to refer to a folder.
A file contains pages or records. or data or code of some kind. A file can be a
document. All documents all files. Not all files are documents. A folder contains
files and can have sub-folders, which are just called folders.
Now then, are you not able to place any inoperable document into another folder?
Do you get an error message? Does it ask for a password?
Can you do a right click on the document?
