Flash Player Load Failure in MSIE

Hi, I seem unable to get Adobe Flash Player to load using IE7. It was fine until I 'upgraded' to IE8 (Flash Player didn't load at that point, so I dropped back to IE7 and haven't been able to install since). Flash Player is working (has continually worked) with Firefox. Getting _some_ advice on Adobe's site, where they point to this being being a 'Registry Permissions' problem, I downloaded, and ran, reset_fp10.cmd (which was meant to allow me to "repair Flash Player file system permissions" and ultimately install Flash Player). However, when this command script is run, it doesn't sort the problem - the script itself seems to fail with: 'subinac1' is not recognized as an internal or external command. I have tried several ways - uninstalling Flash Player, trying this in Safe Mode but getting nowhere (and Firefox continues to run ok!). I don't understand any of this ^ - I push buttons, hope everything works. Can someone _please_ advise me? tia, David.
