Not being able to see part of your screen is information which would have been useful
earlier !!
Anyway, drag your Taskbar to the top of the screen and you'll be able to see Properties
when you right click on the Start button. If it won't drag, right click on it and
uncheck Lock the Taskbar.
May I also respectfully suggest you also stick to fixing one issue at a time - in
this case the number of items you can see in you start list - as your post is getting
a bit complex and replies will be addressing various different issues.
