Indeed so - the time to load a file completelycan be very small. And a "trick" of
NTFS is that it allows the application to start reading the first fragment recovered,
before the rest is added. That significantly reduces the effective delay in accessing
the information in the file. Only writing is delayed until the whole file is recovered.
