Windows Explorer changes MP3s from VBR to CBR when editing tags

I have edited a number of MP3 files with Windows Explorer to add album, etc. information 
to them but have found that afterwards the files have incorrectly been marked as 
CBR instead of VBR. This means that the average bit-rate is set to the rate of the 
first block in the file (usually 32kbps for my files). Most files also get reported 
as being a lot longer than they really are. Does anyone know:
a) a way to stop Windows Explorer from doing this?
b) how to fix the MP3 files?
