Go here and download the removal tool for 2002 and earlier.

http://service1.symantec.com/support/sunset-c2002kb.nsf/0/73bf2b6c4e168da785256edd00478da6?opendocument

Just click on the blue arrow to the left of where it says "To download and run Rnav2003.exe"

You will then see a link to download the removal tool and it does work.
