  After a recent Windows update patch, there are many programs missing from add/remove, 
notably Windows xp (and updates) and Internet Exporer (7). 
  Also, most of the other programs listed no longer have the change/remove option 
and I have no restore points to go back to for some odd reason.
  After updating to service pack 3 in an attempt to fix, I now have one Windows xp-software 
update and Windows XP Serv pack 3 listed,  but there is still no Internet explorer 
and all but 2 or 3 of my programs have no change/remove option still.  I now have 
a new restore point for pre-service pack 3.

Service Pack 3 has all the SP2 updates rolled into it, so that is why they probably all disappeared. To be able to Roll back to IE 6, you would have had to do that first, before installing SP3. Then after installing SP3 you could have installed IE7 again to put it back into the removal List.

The best way to get System Restore working again is probably just turn it off, and reboot. This starts it from a fresh Restore Point. So You are probably stuck with what you got now, and just need to sort out any other problems individually would be My guess.

The windows xp service pack 2 and updates and internet explorer items were missing 
from add/remove BEFORE I attempted to install service pack 3 as a fix.  
There was no way to roll back to six without the add/remove and there were NO system 
restore points before the update to service pack3.

Still, installing a Service Pack would not have fixed things. I would say it would have more a negative effect. A Service Pack should only be installed under Perfect Conditions.

Over the Past Year or so, I have seen a lot of People have program listings disappear from Program Removal List. Google has a lot of Hits on the Topic.

Would it help if I restored to pre-service pack 3? I can do that via system restore or add/remove. But I can't go back to pre KB951748. It might also help to tell you that immediately prior to the problem, I installed KB951748, lost connectivity, then uninstalled ZA, reinstalled ZA, tried medium security level, then uninstalled ZA in an attempt to restablish connectivity. With ZA uninstalled or at medium level, connectivity was established, but the add/remove problem then became apparent as I went back to remove the triggering windows update kb951748 and it wasn't there.

I checked out the links that you provided. At first they seemed to be dead on. I was a little worried about regedit, but forged on. Unfortunately neither the sysoc.inf changes or regedit helped with either of my problems. You probably know this, but sysoc.inf was edited to remove "hide" in an attempt to unhide the programs from add/remove. This made no change to my add/remove list. The Windows uninstall Registry was edited to add the change/remove option to the programs in add/remove. My uninstall folder in my registry is notable vacant other than the few programs that I installed last night, (SP3, other updates, Zonealarm (which now works). My various other programs are listed in my registry, but not in the uninstall folder. So that was a bust too.

Zone Alarm has a new version to correct the recent related problem , so if you can uninstall the old Version, then install the New ZoneAlarm you won't need to worry about uninstalling the Missing Windows Update that started the mess you got. I think I would just try that.

You can try System Restore to before SP3, but with all the Problems you could also wind up worse off.

I would suggest backing up all your important data at this point. Just in case.

Yes the latest installation of zone alarm this morning works. Everything is going fine as long as I dont want to uninstall any programs ever. I also did one of those live scans, which turned up zilch.
