my desktop tab is missing and i need to go to gpedit through the run icon but i cant even find the run icon please help

This is all very worrying. In one thread the OP is asking how to disable regedit because it is giving "problems" and in another is asking how to use gpedit but can't find the run icon? I feel a disaster coming on ...
