is there any way, like through stylesheet code, to get tabs on ie6 without downloading anything? like, maybe a website that lets you browse through with tabs.

No. IE has no tab capability. Web pages have no control over
the behaviour of a browser, though their appearance can be
mangled by a bad browser like IE. Stylesheets have nothing
to do with tabs, only with controlling the visual presentation,
or styling, of the text and other elements in a Web page.

Tabs are part of the 'physical' makeup of the browser; if they
are built-in, they can be switched on and off. They cannot
be made to appear if they do not already exist in the 
browser code.

Why bother to try anyway? Other, far better browsers have 
had tabs built in for ages now.
