My task bar and start button are at the top of the screen and I am trying to bring it down, but when I try to drag it- it pulls down like a window shade and goes back up. Please help

Pull it to the Bottom now the same way you moved it to the side.

Seems putting the Mouse pointer on the Taskbar in the Middle of the bar Thickness, on the Bar in the Middle of the Screen Width, and holding the Left Click Button Down while Dragging to the Middle of the Destination spot works best for Me.. Once you get back, make sure you Lock the Taskbar so you don't accidentally move it.
