I was infected with something. It modified my desktop and put a big red virus detected
sign on it. It also removed the desktop and screen saver tabs. I have pretty much
cleaned it up except. On boot, I get a screen that has the windows logo on it then
I get this red warning screen then the windows starting screen. finally the user
logon screen. Where is this bad boot screen located?

No telling where the malware hid it, but you haven't gotten rid of the the root cause:
the malware that's loading it.

This is pretty typical of malware.. If you have actually removed the malware, this
is simply a remnant left over.
Download dial-a-fix, and it when you run it, it will immediately tell you about a
couple of restrictive policies on your computer. Tell it to remove those policies.
Now, go into control panel -> display -> desktop -> "customize desktop" -> "web"
tab -> uncheck everything, click ok. Now change your desktop to whatever you want
it to be. Verify your screensaver is also set to an appropriate screensaver.
