How do I get my sound card and CD-ROM drive to work in DOS?

When Windows isn't running, neither are any of its drivers. You'll have to install the appropriate DOS drivers for all of your devices into ancient files called AUTOEXEC.BAT and CONFIG.SYS - follow the instructions that come with each device to do so.
Hint: you can get CD-ROM support in DOS by booting off of the Windows Startup Disk (double-click Add/Remove Programs in Control Panel, and choose the Startup Disk tab).
